My SSD w/linux died and I'm stuck with the Windows one until the new SSD arrives and I needed to hate on someone.

Steam is not to be compared with Google's Project Stream. One is a(would be) subscription service and the other one is Digital store and management platform. Games on Steam can be played without a monthly subscription even if the only game you play was purchased 10 years ago.
