Beside the fact, that your PC configuration is not a good choice of componentes fitting together (the parts are fine, but not the combination) – if your framecounter Shows 120 FPS during a cut Scene, I can grant you that the cutscene has only 30 FPS. And anything abover 24 FPS is not visable for you as a human beeing.
